Technology Committee
FY 2003-04
The Technology Committee did not meet during FY 2003-04. The co-chairs of the committee did represent the Association, however, on the Human Services Automation Policy and Planning (HAPP) Council and the NC FAST Executive Advisory Committee. Earl Marrett, DSS Director in Johnston County , also served on the NC FAST EAC. The NC FAST Project established three goals for the year:
To develop a consolidated on-line verification component.
To establish a service delivery interface.
To complete the evaluation of case management systems.
The current status of those projects is as follows:
On-line verification – Six counties are serving as pilots for testing the system. Roll-out for all the counties is anticipated for November 2004.
Service delivery interface – Quovadx with Screen Rejuvenator has been selected as the interface engine tool. The project schedule is being revised to allow for the system design and testing.
Case Management System – The case management evaluation process was completed and recommendations made to import software systems from Wisconsin and Maine . Three development phases will begin that include:
(A) the reception and intake process for all programs: (B) the child and adult services; and (C) the means-tested programs. Note that one of the goals outlined in the committee's scope of work is to encourage the development of tracking mechanisms and supportive software to gather and compile county performance data. The committee will continue to pursue this goal as a part of the case management system development.
The Committee recognizes the changing nature and role of technology in the operations of local departments of social services. In addition, the counties are being asked to partner with the State in achieving the goals of NC FAST. Therefore, the Committee Chairs have asked the Association's Executive Board to offer its guidance at this year's retreat regarding the form and direction of the Technology Committee. We will report any decisions of the Board to the membership.
