Special Investigations Committee Minutes - March 19, 2003

Special Investigations Advisory Committee

March 19, 2003

Minutes

Radisson Inn, High Point, NC

Shelia Dorsett called the meeting to order.   The February minutes were approved as written.

Program updates were given at the opening session of the conference.

Collections for the month of February were:

AFDC-$18,135.64

Work First-$32,837.74

Food Stamps-$891,887.30

Medicaid-$199,146.39

A memo was sent 3/6/03 to affected counties regarding active Food Stamp and Work First claims in CO-Collection status with a zero balance.   A report showing these claims were attached.

When a claim is established in EPICS, please be aware that the dollar amount of the overpayment must be keyed in both the Overpayment Amount field and the Current Balance field.   Failure to enter an amount in the Current Balance field will result in an inability to collect the claim.   Also, certain reports will not reflect these claims which causes problems.

Counties should review the report(s) listing these claims and take the appropriate action to correct the current balance for the claim(s) listed.   If any of the claims listed do not have debtors, add any responsible debtors.   Document on the report the action taken and fax the completed report to Shara Britt at 919-733-0645 no later than March 20, 2003.

For any Food Stamp claims listed on the report that had a balance in SLCI in 2000, the current balance must reflect that balance instead of the overpayment amount.   The report listing the food stamp claims shows the SLCI balance, for your convenience.

ACTIVE FOOD STAMP CLAIMS WITH NO CURRENT BALANCE

To increase the balance of each claim listed with an amount in the SLCI Balance column, go to the Payments screen for the Referral ID in EPICS and key an AJCI in the Method of Collection field and enter the amount of the SLCI balance in the Payment Amount field.

To increase the balance of each claim listed without an amount in the SLCI balance column, go to the Payments screen for the Referral ID in EPICS and key an AJCI in the Method of Collection Field and enter the full amount of the Overpayment Amount in the Payment Amount field.

Shelia stated that for the Planning Committee for next year, we will need facilitators for the work shops.   She encouraged anyone who is interested, to contact her.

Shelia also stated that there are many rumors floating around that need to be stopped.   She stated that the funds in the Planning Committee have not been properly accounted for.   This individual has been reported to the SBI and the proper Police Department.   It is outside our jurisdiction and therefore, we need to let the proper authorities handle this situation.   We (SIAC) need to get beyond this unfortunate episode and put this behind us and continue to support SIAC.

The next meeting will be April 8 th at the Wake Commons Building.

The Planning Committee will meet after the SIAC meeting.

The meeting was adjourned.

Respectfully submitted by:
