David Smith, Co-Chair, called the meeting to order. Mr. Smith read the requirements to be a voting member for SIAC, which consists of being a designee for the director, if the director is on the SIAC committee, or an NCSSA member. Each person was asked to have these turned back in for the upcoming year.
The minutes were approved as written.
Rhonda McLamb, Food Assistance and Energy Branch, introduced Shelia Dorsett as the newest member to their office. Shelia gave the report of collections for Food Stamps. The total collections for May were $344,345.58. The TOP collection for this amount was $70,205.37, and the DOR collection was $15,758.51. The retention for the month of May was $80,095.80. The total collections for the fiscal year were $4,642,159.41. The total retention for the fiscal year was $1,094,112.06.
David Locklear, Food Assistance and Energy Branch, spoke about changes that had come thru for Food Stamps.
805.05—Part B 7.—added trafficking food stamp benefits. Trafficking is defined as the buying or selling of coupons, ATP cards, or other benefit instruments (EBT cards) for cash or consideration other than eligible food. A claim can be established when the retailer is not involved. The claim would be established for the amount that was actually trafficked.
805.08—Part B 2.c.—Do not list an individual as a debtor if: The overissuance occurred after an adult household member left the home; and Leaving the home was not a reportable change.
810.02—A.1.—The new name is now Food Assistance and Energy Programs Section.
810.06—Deletion and closure of claims
815.03—H—Count the actual Work First Family Assistance, SSI, RSDI, or VA received, even when it represented an erroneous payment.
815.07—updated closure of claims; which states if the agency determines that a claim is found to be invalid in a fair hearing, Administrative Disqualification Hearing, or court determination, submit a written request for deletion to Food Assistance and Energy Programs Branch on county letterhead and include the following: Claim Name, FSIS Number, EPICS Referral ID Number, Individual ID Number, Category of Claim, Date Established, Reason for deletion, Name and Title of individual submitting claim for deletion, and Telephone Number of individual submitting claim for deletion.
820.08—added deletion and closure of claim which is the same information found in 815.07.
820.09—Collecting the IPV Claim Established by Court Action.
825.05—DSS-8648, Report of Actions Taken on Suspected IPV Cases. This tells you date due for each quarter and the contact person this needs to be sent to.
855.06—e—o code—Other—Debtor did not request a hearing, but should not have been intercepted. The State Controller's Office will issue a refund to the debtor for the amount intercepted, interest accrued plus the collection fee. The following workday EPICS resets the Appeal Indicator field on the NC Debt Setoff Pending Intercept screen and the NC Debt Setoff field on the Debtor Detail screen to space. This allows the debtor to be reselected for future intercepts. If the debtor should be blocked from future intercepts, enter the appropriate code (H or L) in the NC Debt Setoff field of the Debtor Detail screen the day after the “O” Appeal Indicator is entered on the NC Debt Setoff Pending Intercept Screen.
A motion, second, and approval for this policy was done.
Shara Britt, DMA, gave new address for the Division of Medical Assistance. The collections for the month of May were $94,578.86. The top 4 collecting counties for May were Wake, Harnett, Surry, and Chatham . The fiscal year collections for Medicaid were $1,617,535.19. The top collecting counties for the fiscal year were Wake, Alamance, Polk, Rockingham, and Lee County . Three counties exceeded their claim establishment for Medicaid over last year. These were Washington County , New Hanover County , and Yadkin County .
The statute for NC Health Choice for court cases is 108a-70.28. Do not use the other statute that is used for Medicaid, which is 108a-64. This is a felony charge, no matter what the amount of money is.
Marilyn Carpenter, USDA, stated they have disqualified 45 stores for this fiscal year. They will continue to work on more disqualifications. She stated that the investigators in this state are their most reliable source for referrals and thanked each of the investigators for their hard work.
There was no report from Work First.
Sherry Arnold, Conference Chair, stated they are finalizing all the details from the April conference. Mr. Smith stated it was a very good conference. They will be looking at all the evaluations that were turned in to see how we can better the conference for next year.
Sharon Beasley , Training and Policy Sub-Committee, presented the helpful hints that had gone out to all investigators. The group voted and approved this goal. The group is still working on two other goals for this group. Sharon stated that if you had not received this, please let Linda Peters know and she will get this to you. This was all done with the support of the state office. This is basically helpful hints that helped investigators throughout the state.
David Smith, gave report on Director's Association. The director's meeting was held in Asheville in May. The importance stressed was on lobbying and how to do this. Also the discussion was about the connection between the Director's Association, the Boards of Social Services Association, and NCSSA. This is what makes up the consortium. The Multiple Response was a big topic that was discussed. There are 10 pilot counties involved in this, numbers they are running on, and the results they have found thus far. This is a good approach to help families and will probably become a statewide effort in the future. Dan Hudgins from Durham County has retired and will be very much missed.
Sandra Chestnut, Child Support, stated she would like to hear from the group about the needs and issues that have arisen since the new child support regs have been put into place.
She took questions from the investigators and stated she would go back and look into this for us and would e-mail Linda Peters with some answers as quickly as possible.
The next meeting would be held on July 6, 2004 at the Wake Commons Building.
