Issue Summary:  SIAC finalized the 5 top goals of this committee for short-term and long-term goals.  These are:

  1. SIAC will assist DCD and State in designing and implementing a mutually agreed upon plan that will ensure program integrity investigations for overpayment in child day care programs.  We will work together in establishing mutually agreed upon procedures for investigating day care referrals, establishing day care fraud/overpayment claims, collections, incentives; while holding the counties harmless for federal disbursement until such time as those claims have been collected.
  2. Allow program integrity investigators access to Electronic Parent Locator Network (EPLN).  This would be a tool to verify addresses (when parents in home together) and give investigators another tool to locate persons in collection status.
  3. In as much as program integrity is essential to every program, we advocate that all training and policy be sent to and include program integrity staff at state and local level.
  4. Pursue strategies for increasing collections.
  5. Establish and maintain a contact list of all program integrity personnel in each county or a contact person in each county.

Position or Policy Recommendation for Board Action:

SIAC respectfully asks the Board of Directors to vote on these five goals for our committee.  We would like to begin working on accomplishing these goals for the beginning of 2003 by setting up sub-committees for each goal.

Collections for November 2002:

Medicaid - $86,595.26

AFDC - $17,092.88

Work First - $33,794.93

Food Stamps - $232,241.49

The new report in XPTR for active Work First cases that have claims in EPICS with outstanding balances, but no recoupments being deducted is now available.  713 claims have been identified with a total of $275,125.93.  By working this report a potential of $17,112 per month in collections is possible ($24.00 recoupment per month x 713 cases.)

The collections fee for TOP will be unchanged.  It will still be $13.20 that is charged to the client.
