Professional Capacity Committee
Meeting Minutes – February 11, 2004
Members present: Sarah Bradshaw, Earl Marett, Larry Deyton , and John Eller . Others present : Sammy Haithcock and Bob Eason. Staff present: Donna Pygott and Keri McManus
Ms. Bradshaw called the meeting to order at 11:30 AM at the NCACDSS office in Raleigh .
Building Success: A Personnel, Technology and Training Conference
Ms. Pygott gave a brief description of the upcoming conferences to be held April 14-16 in Hickory and April 28-30 in New Bern . There was discussion around hosting a full/half day training for new directors and senior management on the first day. The committee decided on 10:00 AM – 4:00 PM . Staff to contact Patrick McCoy to request training on Qualifications from 9:00 AM – 12:00 PM, then someone to present on state technology available to local DSS, and training on Recruitment and Retention - allowing time for participants to join the full group for the opening session.
District Representatives
Ms. Bradshaw reviewed the previous recommendations from the Professional Capacity Committee concerning district representation. After much review and discussion with Mr. Eason, the committee decided to recommend the 10 districts being divided into 5 vs. 6. This change would require an amendment to Section 9 of the current Bylaws as well. Mr. Eason will review recommendations and prepare a statement for a “Vote by Ballot” and representation requirements for the upcoming bylaw amendment recommendations for the Executive Board for approval.
New Directors Packets
Ms. McManus shared the current items included in the new director's packets from the Association. The items include: 1.) Letter from President, 2.) Letter from E.D., 3.) Membership benefits, 4.) Strategic Plan, 5.) Bylaws, 6.) Events Calendar, 7.) Mission and major activities, 8.) Committee list and information, 9.) List of Board Members, 10.) Newsletter, 11.) Staff list, 12.) Information on “New Director” training and events, and 13.) Mentor Program information. The committee recommended the following additions: Information about using the list-serves and the director's only portion of the Association's website and a directory. Additionally, the committee requested that the packet be sent in the form of a loose leaf binder and via email. Further, the information should be updated regularly on the Association's website.
New Director Orientation
Ms. Pygott will work with Ms. Bradshaw and Mr. Marett on the training content of the orientation on June 9 and 10. There will be an “Orientation to the Association” from 3:00 PM – 5:00 PM and a welcoming reception at 6:00 PM on June 9. From 9:00 AM through 11:30 AM on June 10 a welcome from all Division Directors and the DHHS Secretary will take place.
Other Business
The Director Training/Certification Discussion was moved to the March calendar. Mr. Marett notified the committee that the new Burke County DSS Director, David Smith, will be mentored by Bobby Boyd.
With no further business to discuss the meeting adjourned at 12:50 PM .
