The
Professional Capacity Committee met ten out of the twelve months during FY
2003-04 accomplishing the majority of its goals. The role of the committee
is to build the professional capacity of county directors, and state and local
county departments of social services staff. The Committee accomplishes this
by implementing goals and strategies from the NCACDSS Strategic Plan which
are appropriate to the Committee's scope of work or as assigned by the President.
The
Professional Capacity Committee identified several critical issues facing
county DSS agencies and focused its attention on developing training venues
specific to those needs. Committee activities for the year are as follows:
- Eight Regional Meetings, the Social
Services Institute, three Fiscal Conferences, the Building Success Conference,
the Annual Directors Meeting, and three Methamphetamine Conferences were
offered during 2003-04. The combination of conferences reaching close to
2000 participants.
- New Director/Senior Management Training
offered at both the Social Services Institute in November 2003 and the Building
Success Conference in April 2004
- New Director Orientation to NCACDSS
and DHHS was hosted in June 2004
- A “Mentor Assignment Program” for
new directors was implemented
- a DSSManagers listserve was created
to enhance communication between supervisors and program managers with different
counties
- A Central Region was created for
directors and their management teams
- A Professional Capacity Coordinator
was hired to assist with the training demands placed on the committee as
well as to diversify funding sources for conference/training implementation.
- Training is being developed for
District Representatives as identified by the committee's bylaw amendment
recommendations approved by the Board at the Annual Meeting in May 2004.
- The committee co-chairs continue
to finalize the IOG Legal Training agenda for directors and leadership.
(scheduled for December 2004)
- The committee continues to work
on the Director Certification/Training Program with implementation beginning
in 2005.
Professional
Capacity Committee membership has improved tremendously this year enabling
the committee to successfully attain established goals. Through additional
strengthening next year, the Committee anticipates the continuation of current
efforts as well as the development of new initiatives.
