September 8, 2004
Present: Roy Young, Union DSS; Christy Ward, Columbus County DSS; Lori Lancaster, Wilson DSS; Patrick McCoy, Office of State Personnel; Jay Burrus, Dare County DSS; Jerry Rhodes, Washington County DSS
The meeting was called to order by Roy Young, Co-chair, at 1:30 p.m. The meeting was held in the Albert Coates Building .
Patrick McCoy was asked to present an issue concerning the education and experience requirements for social work classifications. He indicated that DSS agencies may experience a recruitment disadvantage with other human service providers because of the higher standards we use for hiring in our social work positions. For example, the Department of Juvenile Justice will consider applicants for Youth Counselor or a Juvenile Court Counselor I position at grade 68 (same as Social Worker III) with only a Human Services degree and two years experience. The Social Worker III classification, used primarily at DSS, has a much higher education and experience requirement.
The Committee discussed the potential impact that a change in Social Work education and experience would bring. The Social Work education collaborative was mentioned as one area in which this change would allow students participating in it to move into a Social Work classification sooner. Patrick also mentioned that the 15-hour related course work requirement could be eliminated from the current standards for persons with Human Services degrees.
The Committee agreed to have Patrick share his proposal for modifying the Social Work education and experience requirements with the Division before proceeding with our Executive Board. The Committee will plan to consider the proposal at the next meeting and decide if it should be recommended to the Executive Board.
On other issues, the Committee was informed that the Child Welfare Funding Committee will be asking for another personnel survey to be administered among the counties. The survey intends to address turnover and retention issues, including the rate of turnover, when it happens, and the causes.
The Committee indicated a discussion of foreign language interpreter classifications/qualifications is needed. It was suggested that Terri Hodges be invited to a meeting to discuss how the position qualifications relate to Title VI LEP requirements.
With no further business, the meeting adjourned at 2:30 p.m.
