Committee Minutes
September 11, 2002

The Personnel Committee met in Room 874 of the Albemarle Building at 11:30 a.m. on the above date. Present were: Jack Jones, Lenoir County; Jim Atkinson, Watauga County; Lori Lancaster and Becky Medlin, Wilson County; Roy Young, Union County; Patrick McCoy, Office of State Personnel.

Co-chairman Jack Jones welcomed the group. He briefly discussed the committee’s charter and the scope of work for this year. The Scope of Work was amended adding a third item under the Long Range Goals and Objectives relative to maintaining coverage under Chapter 126 of the General Statutes and services from the Office of State Personnel. A motion to this effect was made by Lori Lancaster and a second by Becky Medlin. The Co-Chairs will make modifications to the committee’s scope of work per the recommendations of the Committee.

Jack Jones next discussed House Bill 1529 (Senate 1238), a bill that offers the opportunity to local government employees to purchase withdrawn service in the State Retirement System. The bill has been reported favorably out of committee and will hopefully be enacted before the end of the Session.

The committee discussed the upcoming Social Services Institute and the workshops concerning personnel issues for that conference. Patrick McCoy indicated that the Office of State Personnel also offers some training on customer service that could be made available. They would need a location to deliver the training, and there would be a nominal cost for materials. He also mentioned the Certified Public Managers Program. This training project requires a two-year commitment, and the cost is estimated to be approximately $200. DSS Directors and their managers will be receiving information and invitations to participate.

Mr. McCoy shared information with the committee concerning merit system classifications. A State Attorney General’s opinion from 1976 will be shared with county managers to clarify questions that have been raised recently by counties regarding state approved reclassifications, local funding, and local decision making authority. It is believed that a reasonable amount of time for Counties to comply with state approved re-classifications is six months. Mr. McCoy also spoke to his interest in compiling reports for the counties that will benefit them in their personnel administration. There will be some information requested from the counties in the Annual Pay Plan Surveys for Counties in order to pull these reports together. He also mentioned that all the Office of State Personnel memos since January 1, 2002, have been posted on their website. The classification specs for state positions are also being listed online. The OSP website is www.osp.state.nc.us.

The committee discussed the new position specifications created as a result of the Work First Personnel study. The position descriptions and requirements for the Human Resources Placement Specialist (Grade 63) and Community Employment Case Manager (Grade 66) were shared with the committee. The Office of State Personnel requests feedback from the Association, particularly on the education and experience requirements for these positions. OSP plans to present these positions for approval to the Personnel Commission in December.
