PERSONNEL COMMITTEE 

NCACDSS 

NOVEMBER 3, 2004

Present:  Pat Cameron -Harnett County DSS, Donnie Bumgarner - Wilkes County DSS, Cristy Preston- Stokes County DSS, June Koenig - Bladen County DSS, Sherry Bradsher – State, Christy Ward-Columbus County DSS, John Wasson-Cleveland County DSS, Dianne Gollimore - Alamance County DSS, Holly Steed-Wayne County DSS, Earl Marett- Johnston County DSS, Roy Young-Union County DSS, Lori Lancaster-Wilson County DSS, Shirley Harris-Cumberland County DSS, Gail Davis-Bladen County DSS.

 

Meeting called to order by Roy Young.

 

Roy Young presented the proposed changes to the Education and Experience requirement for Social Work Class and Investigator/Treatment class as proposed by Patrick McCoy from OSP. ( copy of changes attached). This information had been provided to the Directors prior to our meeting and had been reviewed by the Division.  Sherry Bradsher indicated the Division was comfortable with this change in Education and Experience for these positions.  Motion by Earl Marett to approve the recommendation as presented and seconded by Donnie Bumgarner .   Motion approved.

 

The implementation date would be determined by OSP after meeting with the Executive Board.

 

The Committee discussed the impact on the local agencies of the reclassification of Social Worker III class to Investigator/Treatment Class.  The following issues were discussed:

 

• Some Adoption and Foster Care workers felt their duties warranted reclass

• Salary of Investigators/Treatment Class higher than SW Supervisor II.

• Salary for Social Work Supervisor III should be more than one pay grade difference than Investigator/Treatment

• In small agencies Foster Care and Adoption workers are on call and may perform considerable Investigative and Treatment functions.  It was suggested that job descriptions properly reflect percentage of time on these duties for possible upgrade.
• Also suggested that the requirement that staff perform Investigative/Treatment functions at least 70% of time may be too high.

 

Roy Young presented information regarding Voluntary Resignation without notice provision of Personnel policy. Information will be sent to Directors regarding this policy.

 

Committee discussed the various interpretation of the Family Medical Leave Act by the Counties.

 

Committee discussed Foreign Language Interpreter classification.  Roy reported it would be on the agenda for the next meeting.
