The meeting was called to order by Pat Cameron, Co-Chair, at 1:30 p.m. The meeting was held at the Personnel Training Center on Peace Street.
The Committee discussed the Foreign Language Interpreter classification. Patrick McCoy indicated it is now in a series by itself at grade 60-T. There was some discussion regarding whether the classification was lower than necessary considering how it was being used at local DSS and Health agencies. Patrick questioned the amount of turnover and recruitment difficulties that counties experienced with interpreter positions. In addition, the committee discussed the need to recruit or develop bilingual staff for casework and social work positions. Patrick will research whether an employer can give more than “preference” to applicants with bi-lingual skills; i.e. the successful applicant for a casework/social work position must possess the bilingual skill. The committee suggested OSP conduct a statewide survey of the counties to see what they are experiencing with interpreter/bilingual positions.
Another issue that had called for a survey addressed Child Welfare staffing. The CWS funding committee had indicated at a previous meeting that they may need a follow-up survey of counties regarding turnover and retention issues. If there is still a need for more information about CWS turnover, OSP will combine the survey questions with the one about interpreter positions.
Patrick McCoy reported the letter announcing the Social Work education and experience revisions would be out in December, and the changes would be effective in January 2005 on a voluntary basis.
Sondra Wilson, also with OSP, gave a demonstration of on-line supervisory training. She provided information about how counties can purchase student slots for a variety of supervisory training modules. More information about the state program can be found at www.nctraining.ncgov.com .
