The NCACDSS Personnel Committee met at 11:30 A.M. on April 9, 2003 in Room 3016T in the State Government Administration Building in Raleigh, NC. The meeting was called to order by Co-Chair Jack Jones at approximately 11:45 A.M. Members in attendance were: Holly Steed, Wayne County, Lori Lancaster, Wilson County, Dianne Gallimore, Alamance County, Pat Cameron, Harnett County, Jan Marie Fesmire, Scotland County, and Co-chairs Roy Young and Jack Jones. Guest in attendance were Patrick McCoy from the Office of State Personnel (OSP) and Evelyn Williams from the N.C. Child Welfare Collaborative.

After introductions, the first item of business included a discussion of the Agency Attorney classification and pay. An Attorney I is currently classed at Grade 75 and an Attorney II is at Pay Grade 79. The Attorney II Class is difficult to reach due to the position specification requirements. Patrick McCoy announced that with justification (Recruiting difficulty, etc), the Attorney I could be bumped up in Pay Grade.

Patrick McCoy announced that the Office of State Personnel is currently working on rewriting the Personnel Manual for Local Government Employees Subject to the State Personnel Act.
He asked that the Association consider appointing one or two volunteers per chapter or section to assist his staff in the rewrite. He noted that appointees did not necessarily have to be Directors. In a discussion of this matter, the Committee Chairs decided to report this issue on the Association's listserve and ask for volunteers to review the manual chapters. The Co-Chairs will submit the list of volunteers to Patrick.

Evelyn Williams from the N.C. Child Welfare Collaborative came to the Personnel Committee seeking consultation and advice on how to proceed with Criminal Background Checks of Collaborative students. She discussed standards for placing interns and accepting students and noted that a criminal history would not legally preclude someone form scholastic opportunity. In reviewing a couple of scenarios with the Committee, it was recommended that the Child Welfare Collaborative use the same standards for students that the DSS System uses for Foster Parents. Co-Chair Roy Young distributed a copy of this section of the Manual to Ms. Williams. In addition, it was recommended that all interns complete a PD-107 prior to placement which would solicit criminal background information and the host Agency could make its own decision about any intern's past criminal history.

In a discussion of candidate qualifications and countable experience the Committee adopted a recommendation by OSP to allow one-year credit of Child Support Agent work to count towards qualification requirements for Social Work. This will be identical to the countable experience allowed for Income Maintenance Caseworkers. A motion to approve this recommendation was made by Co-Chair Roy Young and a second by Pat Cameron. In a second candidate qualification and countable experience issue in Child Support, OSP announced the adoption of a recommendation by the N.C State DSS Child Support Office giving credit for Clerical/Support experience towards qualifying for a Child Support Agent position as follows:

Distribution Unit - 50%
Interstate Services - 50%
Location - 30%
IV and V Clerk Levels - 60%
III Level - Judgement Call

In other business, OSP discussed the Day Care Services Coordinator I and II classifications. It was the consensus of the Committee to wait and see the results of Millie Brown's survey on Day Care prior to considering any changes or taking any action.

There being no further business to come before the Committee, the meeting was adjourned at approximately 1:00 PM.
