Committee Name: Personnel

 

Role of Committee:

To identify and promote beneficial personnel services and resource support for local county Departments of Social Services between the Office of State Personnel. To implement goals and strategies from the NCACDSS Strategic Plan as appropriate to the Committee's scope of work or as assigned by the President.

 

Short Term Goals or Objectives

1.   To make connections, invite and encourage the Office of State Personnel to participate in Personnel Committee meetings on a regular basis and jointly develop a list of concrete work plan items to be worked on during the fiscal year. (Examples could be development of model procedures for counties to follow in the position reclassification process or updating certain position specifications. The committee might consider surveying County DSS personnel staff to compile a potential list of work items.)

2.   To serve as liaison or point of contact for NCACDSS with the Office of State Personnel on all personnel issues.

3.   To identify training needs of local departments of social services and arrange/coordinate with the Office of State Personnel.

4.   To submit a written report of the committee's work at the annual meeting of NCACDSS.

Committee Work on Strategic Plan Priorities

A standing Personnel Committee was established in May 2002 in response to needs established in the Association's strategic plan.

 

The Personnel Committee has been assigned the primary responsibility for the following indicator: "NCACDSS will assure creation and maintenance of an adequate, statewide approach to the recruitment, classification, compensation and retention of all local county DSS staff." This committee will be responsible for identifying and reporting to the Executive Committee the recommended outcomes for this indicator. Once outcomes are identified, this committee will recommend performance measures for this indicator to the Performance Measurement Committee. Once performance measures and outcomes are established, the Personnel Committee will execute implementation of strategies as assigned by the Executive Board of NCACDSS to meet goals of the Strategic Plan.
