ANNUAL REPORT

This is the first full year of the Personnel Committee as a Standing Committee of the North Carolina County Directors of Social Services Association. In accordance with the original position adopted by the Association in a Position Paper, the Personnel Committee has worked to ensure quality and consistent personnel services including training, oversight, and support for all Local Human Services Agencies subject to the State Personnel act. And, in accordance with the Strategic Plan Goal G2:17, it is the assigned duty of the Committee to work to ensure, "the creation and maintenance of an adequate, statewide approach to the recruitment , classification, compensation and retention of all local county DSS staff".

 

The Committee developed a Committee Charter and a Scope of Work consistent with the assigned duties and responsibilities of the Committee. Copies of both documents were distributed statewide early in the Fiscal Year. In accordance with the Scope of Work, the Committee has worked to identify and promote beneficial personnel services and support for local Departments of Social Services and to implement goals and strategies from the NCACDSS Strategic Plan. Accordingly, the Committee has accomplished and/or is working on the following issues:

 

-Reclassification Changes in the Work First Program

including the Human Resources Placement Specialist and the Community Employment Case Manager; and,

 

-Qualification Credit for Child Welfare Collaborative

students that complete the pre-service training; and

 

-Qualification Credit allowing one-year credit of Child

Support Agent work to count towards qualification

requirements for Social Work; and,

 

-Authority to hire BSW students that lack only the internship before

completing their degree; and,

 

-Qualification Credit for Clerical/Support experience in

Child Support towards a Child Support Enforcement

Agent; and,

 

-A re-write of the Local Government Personnel Manual;

and,

 

-Distribution of the Attorney General's Opinions on Local

Appointing Authority in a Reduction-in-Force and the fact

that there is no legal requirement for the County Manager

to evaluate the County Director ; and,

 

-Comparison of average salaries for Social Worker II, Social Worker III, and Income Maintenance Caseworker II by region, by county population, by county per capita income, and statewide; and,

 

-A review of classifications working in Child Day Care Units in local DSS agencies (recommended); and,

 

-The Development of a Reduction-in-Force Model (in

progress); and,

 

-The Development of a Local Government Personnel Web Site (in

progress).

 

The Committee has worked very hard on establishing a good relationship with the Office of State Personnel. Representatives from the Office of State Personnel, Steve Davis and Patrick McCoy, have been supportive and responsive to the Association's Work in the area of Personnel. The new structure of Personnel Services to local Governments is believed to be more promising than many may have thought initially. The Committee's work is on-going and should continue in the new Fiscal Year. Better Director participation is needed.
