This is the second full year of the Personnel Committee as a Standing Committee of the North Carolina County Directors of Social Services Association. In accordance with the original position adopted by the Association in a Position Paper, the Personnel Committee has worked to ensure quality and consistent personnel services including training, oversight, and support for all Local Human Services Agencies subject to the State Personnel act. And, in accordance with the Strategic Plan Goal G2:17, it is the assigned duty of the Committee to work to ensure, "the creation and maintenance of an adequate, statewide approach to the recruitment , classification, compensation and retention of all local county DSS staff".

 

The Committee began the year by revisiting the Committee's Charter and the Scope of Work to ensure its consistency with the Committee's assigned duties and responsibilities. In accordance with the Scope of Work, the Committee has worked to identify and promote beneficial personnel services and support for local Departments of Social Services and to implement goals and strategies from the NCACDSS Strategic Plan. Accordingly, the Committee has accomplished and/or is working on the following issues:

 

 

    -A Child Welfare Social Work Survey; and

 

    -Delegation of Authority Agreements; and

 

-Reclassification of the Child Welfare Investigative and Treatment Social Work Positions; and

 

-Qualification Credit for Child Welfare Collaborative

students that complete the pre-service training; and

 

-Authority to hire BSW students that lack only the internship before

completing their degree; and,

 

-The Proposed Re-write of the Local State Personnel Act

 

-Comparison of average salaries for Social Worker III's, Clinical Social Workers, Processing Assistant III's and Income Maintenance Caseworker II's; and,

 

-A review of classifications for IMC's in Medicaid Long Term Care in local DSS agencies (in progress); and,

 

-The Development of a Local Government Personnel Web Site

 

-A Revised Personnel Manual for Local Government (in early stages) and,

 

-Worked with the Association on Personnel Workshops at the Social Services Institute and at the conclusion of the Fiscal Conference and at the Personnel/Technology Conference.

 

One of the Committee's greatest accomplishments in FY 2003-04 was the Child Welfare Compensation and Turnover Study which ultimately led to the reclassification of our Child Welfare Social Workers. The other major issue for the Committee was the Proposed Rewrite of the State Personnel Act. This issue is ongoing as it appears it will be in a Legislative Study Committee in the new year.

 

The Committee has worked very hard on establishing a good relationship with the Office of State Personnel. Representatives from the Office of State Personnel, Drake Maynard and Patrick McCoy, have been supportive and responsive to the Association's Work in the area of Personnel. The new structure of Personnel Services to local Governments is believed to be more promising than many may have thought initially. The Committee's work is on-going and should continue in the new Fiscal Year. Better Director participation is needed.
