Work First caseload continues to go down, October 03 39,717. Adult caseload down from 18,491 to 18,224. Benefit Diversion down from 2,423 to 2,162.
Wilbert Morris stated a meeting is being conducted with the Internal Revenue to discuss tax preparation planning. The discussion will be around material to counties prior to the tax preparation season to get clients to file for EITC. Also to discuss letter to identify VITA sites, staff & volunteer resources that might be available to man these sites. Wilbert will convey to those conducting the meeting that counties would like for this information to go out if possible, within the next month.
Voter Registration draft letter dated September 19, 2003 has been circulating around the Division. JoAnn Lamm needs to know if there are any changes, comments, or clarifications.
Healthy Marriage Initiative Survey has been sent out to counties. Thirty-seven out of one hundred surveys returned so far. Two counties were not interested and didn’t think that this is something DSS agencies should be responsible for.
Work First Applicant Survey reviewed. Counties have been doing the survey for a few years. Employment Programs Committee recommends that counties discontinue the survey at this time until the Division feels it is needed in the future.
JoAnn Lamm stated that the TANF State Plan has been received and went into effect October 1, 2003. Current TANF Federal Regulations & Plans are in place for the next six months. Carl Breazeale discussed the NC State Plan. Holding off on implementing the changes that relate to pay-after-performance because pay-after-performance is helping our two-parent participation rate.
