SCOPE OF WORK
COMMITTEE: EMPLOYMENT PROGRAMS
ROLE OF COMMITTEE
To review, initiate and enhance social services programs focused on assisting clients to become self-sufficient. To implement goals and strategies from the NCACDSS Strategic Plan as appropriate to the Committee’s Scope of Work or as assigned by the President.
I. SHORT TERM GOALS OR OBJECTIVES
To monitor and evaluate new and existing state and federal programs and to recommend and advocate for programs which effectively empower clients to become self-sufficient.
To review proposed policies and procedures and assure that they are consistent with effective and efficient local administration.
To evaluate trends in the caseloads of employment programs and in the characteristics of recipients through biannual surveys and review of caseload data. To make programmatic policy and budgetary recommendations based upon the review of this data.
To evaluate and advocate for the efficient and effective use of finances, technology, and other resources to maximize the self-sufficiency of low-income individuals and families.
To promote an increase in awareness of and participation in the Earned Income Tax Credit (EITC) program by low-income working households in North Carolina .
To maintain a proactive position with state counterparts to enhance collaboration around areas of mutual interest, such as: the TANF/Child Welfare Collaborative, the Multiple Response System, and others.
To advocate for staffing resources, including: training, education and reclassification.
II. LONG RANGE GOALS OR OBJECTIVES
To advocate for programs and policies which will address the impact of poverty and promote economic self-sufficiency and family well-being.
To advocate for the development and implementation of programs which will enhance the personal financial literacy of low-income households in North Carolina .
To develop recommendations for legislative advocacy regarding families and their economic and social well being and submit these to the NCACDSS Advocacy & Issues Management Committee for consideration.
To work to address Limited English Proficiency (LEP) and other needs of increasingly growing diverse populations in the state.
Advocate for state of the art technology systems that will streamline the administration of employment programs at the local level.
III. COMMITTEE WORK ON STRATEGIC PLAN PRIORITIES
To develop a plan for the evaluation of measures of family well being for families leaving welfare.
To work with the Division of Social Services and other state counterparts in the implementation of the evaluation of former welfare recipients.
To work with state counterparts in the development and maintenance of measures of County Department of Social Services outcomes, indicators and performance in employment programs.
To evaluate, review and recommend “Best Practices” in employment programs to County Departments of Social Services.
