Economic Service Committee Minutes

 

George Perry called the meeting to order.

For the past several years the active Medicaid pilot has been focused on one category of coverage, for example LTC cases, deductible cases, personal care cases, and this past year CAP cases. At this time the sample of CAP cases are being finished.

 

New MEQC pilot project for upcoming year for the sampling period of October 2004 through September 2005 will focus more on previous traditional QC sampling that will include all types of cases. The stratified sample will consist of ten counties per month over a ten month period with four cases being sampled from each county. The sample will include one LTC case, one MAABD case including SA cases, two Family and Children's Medicaid cases including WFFA cases. No NCHC cases will be included in Medicaid QC sampling.

Negative pilot sampling will remain the same for terminated and denied cases. QC will be visiting each county at least twice a year.

Improper Payments Act of 2002 requires a claim based review be completed to calculate Federal overpayments. MEQC is not claims based review. Payment Error Rate Measurement (PERM) does not replace the current QC process. PERM reviews are recipient based rather than case based.

  There are three steps for a claims based review:

1. Processing evaluation review

2. Medical review (was medical procedure necessary and billed correctly)

3. Eligibility review

DMA gave permission for QC to do CARR reviews on twenty NCHC cases per county.

The case record will focus primarily on budgeting. Exit conference will follow the CARR reviews.

 

 

RECIPIENT INVESTIGATION COORDINATOR - Brenda Porter

Provided the following updated reports:

1. EPICS collections for all counties from September 24, 2004 through October 28, 2004 totaled $136,527.76.

2. Summary of recoveries credited for all counties from July 2004 through October 2004 totaled $552,396.48.

3. Summary of collections by programs for all counties from July 2004 through October 2004 totaled $491,994.28.

 

When requesting Medicaid recipient profiles please include Medicaid referral ID for EPICS. This is necessary due to HIPPA regulations. If you are requesting a Medicaid recipient profile and it's not for suspected Medicaid overpayment they have to know why you need the profile. Profiles will not be ordered unless it's known why the profile is needed.

Its tax intercepts time.

 

DIVISION OF SOCIAL SERVICES - Jane Schwartz:

Recent visit from Federal Partners out of Atlanta in reference to our state Food Stamp participation rate and how to increase participation.

In the process of sorting and analyzing the most recent Census data not just to identify how each county is doing in reaching potential recipients but to figure out what part of the population is not participating and why.

CIP - Energy costs continue to rise. Funds are based on request and all funds have been distributed to each county. In some western states propane vendors will not deliver less than $350.00 worth of fuel which exceeds the CIP allocation of $300.00 for individuals per state fiscal year. Lobbyist continues to press Congress to keep CIP on the front burner because additional CIP funds are needed.

Wilbert Morris is going to the State County Director's meeting for suggestions to this problem.

H & R Block will be providing Food Stamp 8207's to their customers as an outreach program. H & R Block volunteered to do the outreach.

Client's can mail the 8207 to DSS.

 

PROGRAM INTEGRITY - SHEILA DORSETT:

Provided Food Stamp collections report for October

2004 which totaled $228,647.08.

Not enough copies were available for everyone attending the meeting. Sheila will email report to ESC group.

 

Explanation of report given:

1. TOP is amount collected from intercepted individual's Federal Income tax refunds.
2. DOR is the amount collected from intercepted individual's State Income tax refunds.
The total collected for the period of July 2004 through October 2004 was $1,017,613.55 and total county retention for that period was $226,401.05.

 

FAMILY SUPPORT & CHILD WELFARE SERVICES – Sarah Anderson:

Welcome back Tonya Seager

Welcome Sharon Moore as a new Work First Policy Consultant Carla Mcneil discussed revision of medical form and stated that she had received valuable responses thus far and requested that you send any responses back by Friday November 5, 2004 since the final draft is being prepared to send out.

Tonya Seager discussed Work First inserts that will go out in December 2004 checks notifying the customers about new sanction revisions that will take place in January 2005.

 

DIVISION OF AGING - NO REPORT

 

FOOD STAMP & ENERGY - DAVID LOCKLEAR:

Provided draft material change no. XX-2004 that is to be effective January 1, 2005 . Online manual will not provide sample certification and sample eligibility letters due to confidentiality. Will be able to view letters in paper manual.

January mass changes will be sent out to counties by December 2004.

 

George Perry read an email from Millie Brown concerning a request from Al. He is requesting a vote and support from the Economic Service Committee that a formal letter be sent from Sarah to Pheon to pursue additional CIP funds and an increase in the ceiling amount from $300.00 to $600.00 per application from the Social Services Committee . Request was made due to high cost of fuel and a report received from the National Weather Service stating this winter would be much colder than the average winter.

Motion was made and approved to contact Pheon Beal through the committee asking for additional funding for CIP and leave the cap at $300.00. George will contact Millie and let her know the pleasure of the Economic Service Committee.

 

EXECUTIVE SESSION:

Clarification to minutes made: Patricia Walker from Pender County was present at the September 2004 meeting. George requested that names be printed on the attendance roster for better legibility.

Motion made and 2nd to approve minutes as written.

 

OLD BUSINESS - None

 

NEW BUSINESS:

 

December meeting will be held December 8, 2004 at Wake County DSS.

Christmas refreshments to be served....come early in order for regular meeting to start at 10:00 a.m.

Barbara Brooks will be present at December meeting.

Please email any questions that you may have for her prior to the meeting so that she can do the research for your questions.

Request made that HSF code be changed so that child support can go to mother if the mother has physical custody of child and the county has legal custody of the child. George will email Andy so that he can do research on this matter and be prepared to discuss at the next meeting.
