Economic Services Committee

June 11, 2003

The meeting was opened by Connie Melville who indicated that Medicaid would not be in attendance, as they had no material.  

Rhonda McLamb from DHHS policy section spoke for Suzanne Marshall who was attending CIP system training.   Counties should see their CIP allocations shortly and the CIP system should be available for counties by 7/1/03.   Ms. McLamb stated that they were still handling questions regarding the new food stamp policy that was effective 6/1/03.   She stated two sets of Questions and Answers were being sent to field staff on Semi- Annual reporting and transitional food stamps.   Another set will be sent out the end of the month.   After that the Help Desk will be available to help answer questions as well as the Food Assistance and Energy Representatives.   The Food Assistance and Energy Representatives were previously known as the Program Integrity Representatives.   They are also working on a new Food Stamp Application form and forms with Spanish translation.   The food stamp 8594 appointment notice will soon be available in English and Spanish.   The two inserts that go with the semi annual reports are not in stock yet.   There is a new number for the Customer Support Help Desk 919-855-3200.   This will be effective 6/16/2003 instead of the 9100 number.   It is time for disaster meeting to start again and they will probably be holding two this year.

David Atkinson was present for Jo Ann Lamb from the Children and Family Services section.   He asked if the committee thought the Tuesday Advisory meeting was beneficial and if so asked that he be sent agenda items for this meeting.   He stated that the new state plan included some new sanctions.

Jackie Franklin from DMA discussed the SA demo.   She stated she had several positions available in her section and they would be posted shortly.

Ed Moss asked about costs of case management sections of demo project.   She stated you could bill under at risk case management.   Counties will need to request the number of slots they want.   The state will then assign slots.   She stated their results from the project counties reflected about l and l/2 hour of case management per month.   She stated they were just waiting for the budget to be signed.  

The group then adjourned to subcommittees.  

After subcommittees had finished Connie called the group back to order asking those interested on being on the committee to sign up as they left indicating what subcommittee they were interested in.    She stated the George Perry would be taking over the committee in July.   She reminded everyone that you must be an NCSSA member to be on the committee.

Last months minutes were approved.   She then asked for Subcommittee reports.

Work First

Betty Barnes reported that on section 102 clarifications regarding short term services and benefits were addressed.     On page 5 she pointed out Benefit Diversion could only be received once per 12-month period starting from the first month of the Benefit Diversion period.   She stated this policy addressed the definition of employment in several places and gave them some domestic violence examples.   All references to auto food stamps had been deleted.   She stated that section 203 had no changes just clarifications.

Food Stamps

Donna Rule reported that David Prince discussed the Employment and Training requirement and that the Community Colleges wished to be included in our efforts with ESC.   Therefore, they may use the community colleges in the counties that are labor surplus counties.   The policy presented to the committee included clarifications and addressed some areas of the farm bill.
