Economic Services Committee Meeting

August 13, 2003

The Economic Service Committee was called to order by George Perry.

DMA: (Marjorie Morris)

• Marjorie announced that Barbara Brooks is now the Deputy Director of the Division of Medical Assistance effective 8-1-03.  
• The results of resource changes was shared with committee:

24 cases terminated because of excess resources

3 cases terminated because of transfer of resources

2 cases terminated because could not locate

0 cases terminated for failure to provide information

• Policy not counting parents’ income for pregnant women under the age of 21.   DMA will have policy out soon with a report of denied cases and how to handle those cases.   Will not be reopening inquires or presumptive cases
• Awarded waiver to provide Family Planning for ages 19 to 65 for women and men to death.   No reserve test.   185% poverty income level.   Counties in the work group conference call discuss if client come in and have deductible, do you key in two applications.   ESC group decided on two applications, similar to MAF/MIC or MAD/MQB.   The plan only covers one exam a year for women.   Covers birth control pill, patches, shots, sterilization, etc.   Do not pay for abortion.

• Family Planning Waiver – need an indicator on application because this will be a MAF program.   Looking at using food stamp case number field.   One county is currently using this field in their transportation program.   A decision will be forth coming on this item.
• Health Choice update – 102,192 children to date.
• Refugee Program – EIS only allow 6-month certification and policy allows 8 months.   Looking at changing EIS.
• Elimination of 12 month extended Medicaid – policy numbers 02-04 and 04-04 currently on-line.   Will be mailed to counties soon.   A report of these cases will be in XPTR on 8-18-03.

QUESTIONS FROM COMMITTEE MEMBERS TO DMA:

Q – Any news about MQB-E cases?

A -   DMA letter has been drafted but have to talk with Barbara first.   Probably will do something by September 15, 2003

Q – NCHC case is authorized in error, how can this be fixed in Health Choice system?

A – Fixing NCHC errors is tied into BCBS billing system and it is a long process.   The easiest mistake to fix is an address mistake.

Q – Any plan to freeze CAP-DA?

A -    Marjorie had not heard of anything freezing CAP-DA.

DSS:(Suzanne Marshall)

• Recruiting volunteers for NCFAST.   Letters went out to all directors to this affect.   Need volunteers by 8/21/03 for on-line verification.   Volunteers will need to send an e-mail or letter from their director giving them permission to serve on committee.   Planning on doing conference calls but volunteers will still have to come to Raleigh some.   Piloting for this project will be June 2004.   Need at least six county staff volunteers.

Children & Family Services:    No representative.

Jackie Franklin unable to attend to speak about Special Assistance material.   The question was asked about the changes in Adult Services.   Jane Swartz stated she had been a part of a conference call and was told at that point that John Tanner would be over Adult Services. John Tanner will be under the Division of Aging.

Executive Session

Old Business:

• Corrected minutes were approved for the meeting July 2003.   Correction was Carl and not Jackie asked for volunteers for ASAP work group.
• Letter has been sent to Pheon Beal concerning Tuesday Advisory Work Group.   Awaiting response.   Carl stated in work group that if any one was interested in this work group that is could not be under Economic Services because there is no economic services and the only group that could participate would be work first.

New Business:    None

Subcommittee Reports:

Voted to approve Work First Policy sections 111 and 114.   Voted to remove section 113 and to move material concerning two parents to section 119.

Voted to approve Energy Manual Sections 200, 300, 310, 420, 440, 700, 800 effective September 1, 2003.

Voted to approve Food Stamp Sections 225-05, 225-06 effective October 1, 2003.

Voted to approve Food Stamp Mass Change Sections 280 and 285.

Voted to Approve Medicaid ABD changes in sections 2270 and 2280 effective October 1, 2003.

Joe Knott will serve as co-chair of Medicaid sub-committee.
