Scope of Work
Committee Name: Services to Children and Families
Role of Committee: To identify, clarify, and frame children’s social problems and advocate for state policy and action to deal with them and to serve as a resource to the Division of Social Services for review and advocacy for appropriate, clear policy to be disseminated among the 100 county departments of social services in North Carolina.
Short Term Goals or Objectives:
Policy revisions to accommodate MRS statewide implementation.
Policy re: kinship placement across county lines.
Structured CPS intake process.
Statutory changes for the long session.
Policy on Drug Testing in CPS investigations.
Policy on post-adoptive services.
Training issues (testing out, etc.)
Re-authorization of IV-E waiver.
Policy collaborative between child welfare and Work First.
Revision to Family Services case plan.
Spreading Family2Family statewide.
Address issues re: Hispanic and Native American populations.
Policy/outcomes regarding placement appropriateness.
Update policy on confidentiality.
Having State systems automatically notify counties of foster care rate changes triggered by change in age of child.
Long Term Goals or Objectives:
Establish outcome goals for the child welfare system in North Carolina.
Ensure sufficient resources in all local Social Service departments to adequately carry out their role in child welfare.
Continue to evolve the system to a family centered model.
Committee Work on Strategic Plan Priorities:
GI: I1: NCACDSS will assure the development and “maintenance” of CDSS outcomes, indicators and performance measures.
G1 I8: NCACDSS will assure that the recidivism rate on substantiated child abuse and neglect will decrease from 15% to 12% by June 30, FY2004. The rate is for the first three years following a substantiation.
G3: I1: NCACDSS will work with DSS to develop an improved model of State supervision – local administration that focuses on an accountability system based on qualitative outcomes for children, youth, families and older adults
