Day Care Committee Highlights

Nancy Guy presented the following reports
State Spending Coefficients for Services June, 2003/July, 2003 Payment Month:
Subsidy Services excluding Smart Start – 120%
Smart Start Services – 70%
All Services (Subsidy and Smart Start) – 112%
Report of Children Served and Waiting List (Nancy Guy):
106,006 children served in June, 2003, down from 106, 069 in May, 2003
During June 2003 there were 8,932 children on the waiting list for subsidized childcare in the state. That is up from 6,199 in May 2003. These includes154 children who are waiting on subsidized childcare related to Work First.
Child Development Report (Nancy Guy):
Fact Sheets
DCD emailing fact sheets about childcare issues to counties.
Will be distributed to NCPC, Local Partnerships, DSS Directors, and ChildCare Coordinators.
Suggested that counties personalize and add a local contact before distributing them.
IV-E Audit Settlement
Settlement addressed DHHS use of IV-E foster care funds.
Counties maintain daycare records for 3 years. Since the audit went back to 1993, many instances of counties not having documentation required by auditors.
Total Settlement was $20 million; of which $4 million was related to child care subsidy.
DHHS had planned for this expenditure. Funds did not come from services dollars.
No clients were denied service because of this settlement.
No fraud has been committed by DHHS or the counties. Proposed payback was based upon disallowed expenditures based upon a lack of documentation.
DHHS still feels that the majority of expenditures went to legitimate childcare services.
Reversion/Reallocation Process (Nancy Guy):
DCD will begin looking at spending coefficients at the end of October to determine any reversions and reallocation.
Before doing reallocation DCD will contact counties to see if there are any special circumstances affecting their spending.
Not anticipating much money to reallocate.
Will be discussed in detail at the December meeting.
Criminal Records Checks for Child Care Employees (DCD Staff):
Currently in-state record checks are done for all employees initially.
Out-of-state record checks are completed only if the person has lived in the state for less than 5 years.
Currently no access to Central Registry information pertaining to substantiation for child abuse/ neglect.
Committee voted to form subcommittee to examine law and policy and make recommendations to the full committee.
