Day Care Committee Highlights

•  Committee voted to endorse the Reversion/Reallocation process submitted by DCD.   The process is defined in letter to Directors July 3, 2003.   Process is as follows:

1)  Reversion/reallocation will occur in October and February.   One additional process will occur before end of fiscal year if needed.

2)  Counties with combined spending coefficient of 97% or less in October and 93% or less in February will be subject to reversion.   Counties will be contacted prior to reversion to inquire about special circumstances.

3)  Counties whose combined spending coefficient is between 98% and 106% in October and between 94% and 100% in February can qualify for reallocation if requested.   Reallocations will be based on actual spending coefficient at time of reallocation and amount requested.   Reallocation may be impacted by amount available after reversion.   Counties do not have to have a waiting list.  

4) Counties with combined spending coefficient over 106% in October and over 100% in February will be considered for a reallocation only if there are reverted funds remaining after reallocations are made to counties described in #3. (NCACDSS Exec. Board voted to modify recommendation so that counties with spending coefficient over 106% would not be penalized but not rewarded for over spending)

•  This process will be reviewed in November and looked at prior to reallocation in February.
