1. PROPOSED GUIDELINES FOR SUBSIDY REVERISIONS AND REALLOCATIONS
2. NEW ALLOCATION FORMULA TO BE APPLIED TO THIS YEAR’S INITIAL ALLOCATION
1. Please consider carefully the proposed guidelines for subsidy reversions and reallocations for the 2003-2004 fiscal year that are attached to the minutes. Please apply these proposed guidelines to your actual spending history to satisfy yourselves that these guidelines will effectively and fairly reallocate funds. My suggestion to our Fiscal, Day Care, and Executive Committee is to delay approval of the proposed guidelines until after careful consideration of the effects. The reallocation of projected under-spent funds will not occur until after a few months into the new fiscal year, so you have time to be deliberative.
2. DCD plans to apply the new allocation formula that was supported by the NCACDSS in its April ’03 meeting to fiscal year ‘03-’04 rather than beginning ‘04-’05. NCACDSS in approving the new formula stipulated that any carry forward funds be first allocated to those counties adversely affected by the new formula.
