SCOPE OF WORK
COMMITTEE NAME: CHILD CARE
ROLE OF COMMITTEE:
To provide policy guidance and advocacy for the expenditure of adequate child care subsidy funds for families who need child care for self-sufficiency and children in need of development and protection. The Committee also implements goals and strategies from the NCACDSS Strategic Plan as appropriate to the Committee’s scope of work or as assigned by the President.
Short Term Goals or Objectives
To maintain effective collaboration with Division of Child Development (DCD) in order to ensure active participation with the Committee.
To provide input to DCD regarding funding and policy formulation and implementation including Committee member’s active participation in work groups with DCD.
To advocate for funding for childcare subsidy from every available source.
To work towards a state/county partnership in the area of payback as a result of fraud and/or error wherein funds are set aside by the state to repay federal funds and counties pay the state as funds are recouped
To seek means of opportunities to integrate the child care program with other service delivery programs in the areas of policy, information systems, and procedural vantage points.
To submit a written report of the Committee’s work at the annual meeting of NCACDSS.
Long Range Goals or Objectives
To research and evaluate geographic barriers in the provision of child care services
To consistently evaluate the effectiveness of the childcare subsidy system and make enhancements as needed.
To ensure equitable allocation of funds based on changing market and population trends.
To seek and obtain additional sources of funding for childcare.
Committee Work on Strategic Plan Priorities
The Child Care Committee is charged with the responsibility of acting as an agent of the NCACDSS and in working to achieve the mission of NCACDSS through advocacy, guidance, and implementation of goals and strategies set forth in the strategic plan. The short term goals and long range plans will aid in ensuring funding, policy formulation, and the overall effective delivery of a quality child care subsidy program in North Carolina
Special Topics/Tasks Assigned by the Executive Board
To ensure an equitable formula for the allocation of subsidy funds through active participation on the Allocations Work Group.
To advocate for the State to assume joint ownership in the area of payback as a result of fraud and/or error.
