NCACDSS Child Care Committee
Annual Report

The Child Care Committee of the North Carolina Association of County Directors of Social Services met in the months of August 2003, September 2003, October 2003, December 2003, January 2004, February 2004, March 2004, April 2004, and June 2004. The Committee had an average of forty-three people at each meeting. Broad representation from across the state attended the meetings. However, there was very low attendance by county directors.
The highlights of the year are as follows:
The new allocations formula developed by the Subsidy Advisory Committee and approved by the General Assembly was implemented with the 03-04 allocations to counties.
The Reversion/Reallocation Process was further enhanced and implemented in October and February using the criteria approved by the committee.
County specific fact sheets were developed by DCD and distributed to counties. These fact sheets are used to give county specific information regarding the availability of and the need for child care in each county. This is a joint effort by the committee and DCD to maintain local “talking points” to share with local representatives regarding the need for funding to increase subsidy.
The waiting list for subsidized child care went from 11,500 in July 2003 to 23,000 in June 2004.
Several policy changes were made in an effort to ensure consistency in policy interpretation across the state.
The Committee invited other stakeholders such as the NC Partnership for Children, an Economic Independence Representative from the Division of Social Services, a local county DSS implementing Multiple Response in Child Welfare, a representative from More at Four, a child care provider, and a representative from NC State 4-H several times throughout the year in an effort to stay abreast of changes and receive information relevant to child care issues.
