Policy Reviews

 

Provision of Health Insurance by Non Case Participants

-   Barry Burger presented a copy of the policy that has been added to the manual. It was added over the weekend. We may add elements to create insurance record for non-case participants.

  Coverage type and start date is required. Start date may be different for participants than the start date of the policy.

  Workers will need to monitor since we will not be monitoring Non Case Participants coverage.

 

  This does not relieve the NCP of requirement if coverage is eliminated by the non-participant; then NCP will be required to cover, effective 01-10-05 .

 

Non Cooperation Policy Changes as Results in TANF Program

-   Change to TANF plan _ client coverage removed for one month until compliance occurs
-   Make sure notification to IV-A when compliance is regained. After 3 months of non-cooperation, will

  be changed to Medicaid type 9; until cooperation. The client would have to re-apply for TANF

  benefits.

  Pay after performance – only when it's a two parent household.

  All counties are using TANF regulations for non-compliance cases.

  

 

  Technical problems with information going to Medicaid.

  Should be resolved in a couple of months.

 

Interstate Case Reconciliation

 

  Federal office of CSE is working with the State to identify discrepancies, i.e. case numbers. Case numbers weren't matching. Now if case number is different the transaction will be rejected; will require contacting other state to get the number and format.

 

  How/who to contact: If no contact is given, follow FIPS code for other state and phone number, etc.

  will be available. Will need to regenerate transaction.

  Past history is being corrected and local offic3es may be called to assist.

  This will improve dollars collected.

 

Foster Care Child Support Payment Routing

 

  Medicaid has the responsibility from the County. HIS codes will change.

  Money doesn't go to client when the county has custody and Foster Care didn't change the code. (IV-EA)(?) has the responsibility to change.

 

Marvin Rouse questioned if there is a problem of uniformity across the State.

Barry Miller – will forward to Medicaid for resolution.

John Jablonski – Child Support cants respond if codes are not proper from Foster Care.

 

Member of economic svs committee – put on web page for responses.

Need to advise results through proper channels so it can be resolved

 

John J. – (XPTR)(?) report – how many children, where the dollars went by child.

Location of report will be e-mailed to John.

 

Update on Journey to Excellence:

  Second round of public meetings will begin in February. There will be fewer meetings but with larger sites.

  Malcom Baldrige Committee has pointed out OFI's (Opportunities For Improvement) mostly involving communication.

  We are in the experimental stage of a Survey to Value Employees from the Central Office to CSE. Responses will be anonymous. Presently Central Office is reviewing the program and how the responses are gathered, evaluated and presented. Results will be forwarded once this process has been evaluated and proven successful. We want you to feel comfortable that your replies remain anonymous. A web-based provider will handle the responses to ensure anonymity. This survey complies with Baldrige core values – the ability to seriously prove we are making cultural changes.

 

Committee Issues:

  The State is issuing a premium on parking. Logistics is a concern. We will be moving our meeting to the CSE Headquarters.

 

  Collections was going backward prior to July 1. It has not gained 2 points through November. Collection per individual and agent has jumped dramatically in the past 30-60 days.

 

  Communication – We need to go back to our staffs and let them know they are doing a good job.

 

  Andy Wilson will be retiring. Bill Upchurch will be retiring end of January. Barry Miller plans to bring Bill back as a consultant.

 

  Regarding the comment “We don't think we have customers”. Take a look around you. They are every which way we turn.
