NCACDSS Child Support Committee Minutes 

APRIL 7, 2004

 

 

In Attendance: Sam Haithcock, Ben Rose, Patricia Holcombe, Frances Aney, Evelyn Scott, Beverly Luluki, Edna Futrell, Linda Byrd, Steve , Mary Flounoy, Barry Miller, Beth Amos, John Jablonski, Diane Thompson

 

 

Minutes reviewed and accepted, with minor correction.

 

Beth Amos introduced as new Assistant Chief for Local Operations.

 

A copy of a memo was distributed to the committee outlining the IRS policy regarding sharing tax data with IV-A staff in local Social Services Agencies. Use of IRS information for eligibility of TANF is not permissable. Federal tax data obtained from the IV-D agency may only be used for IV-D purposes under the Internal Revenue Code. IV-A agency has access to Federal tax data directly from IRS under a separate section of the IRS code. Visitor passes are required for IV-A staff in the IV-D unit. Movement in and out of IV-D unit in a DSS agency should be restricted by the director. State will be required to write up any county that is not in compliance with the IRS security policies. Consultants can review access policies in agencies and assess a Limited Access List.

 

Beth Amos reported that Central Office Seat Management was installed 2 months ago and the Novel and Attachmate needed some changes. Testing is being done in Wake County as well. Acts Central Office, Iv-D Central Office, and Forsyth County have Seat Management, rollout will begin within next 45 days statewide.

 

Barry Miller shared the schedule of public meetings for the "Journey to Excellence." Three have been conducted with excellent turnout. Encouraged all to attend.

 

Henderson and Haywood county were ordered to transfer Clerk of Court Cases, according to Barry Miller. McDowell County was also in the process. It was reported that whilel the Haywood order was a good process order, it still was going against the law. Haywood order did require signed applications but waived the fee. It was reported that state would reduce reimbursements to offset monies owed to Federal level based on this process. The application fee and signing are still the biggest issues facing transfer of cases. Discussion amongst the group regarding letters and steps taken without success to transfer these cases over to IV-D.

 

Beth Amos reported that modified and new court orders are due on a monthly basis . It is goal to simplify ACTS and have judges go to a montly amount for orders, having amount due on the first of the month. This would eliminate the 2 sets of books in ACTS for collection and distribution.
