Issue Summary:
Mental Health reform is going to be phased in over many years. There are several aspects that we need to be paying attention to at various levels. These include: DSS must participate actively during the local level planning. Financing of services through Medicaid and SA funds are critical to funding the services per mental health. Guardianship statutes are being proposed for rewrite and where that leaves DSS is of concern. Questions remain unanswered related to access of services by SA recipients, APS evaluations and treatment. Opportunities exist as service definitions and funding strategies are being revised for DSS to become providers and develop revenue streams for serving these populations.
Position or Policy Recommendation for Board Action:
NCACDSS needs to make recommendations to DHHS Secretary that any rewrite of the Guardianship statutes should involve a task force that is representative of populations impacted and those that currently serve in this role.
Fiscal Committee be charged with reviewing fiscal impacts, make recommendations and evaluate opportunities.
