Conclusion: On motion of Bill Duke and second by Sheri Slater, the minutes of the September meeting were approved.

•  Mental Health Issues in Adult Care Homes – Debbie Brantley

Discussion: John Wasson gave the committee an update on the situation at Yelton's Health Care. This is an 80-bed home in Cleveland County. This home is still operating despite numerous complaints and concerns. Most of the residents are dually diagnosed and the staff is not trained to work with the residents. Cleveland County has received very little support from the Division of Facility Services. During the past six months, mental institutions have been discharging to this facility. Mr. Wasson asked Debbie Brantley, Chief of Elder Rights and Special Initiatives, to come and present an ombudsman perspective. Ms. Brantley supervises 26 regional ombudsmen located throughout the state. This is an advocacy program and the ombudsmen mediate disputes and resolution. They investigated 3800 complaints last year and resolved 80%. Ms. Brantley states that the ombudsmen are encountering more and more issues regarding mentally ill and mentally retarded residents in Adult Care Homes. She has met with Chris Phillips with the Advocacy and Customer Services Section of Mental Health to discuss her concerns. Ms. Brantley distributed to the committee a list of concerns, which were shared with Chris Phillips (list is attached). Many of these concerns are the same as those that have been discussed in the Adult Services Committee. Chris Phillips told Ms. Brantley that Mental Health is considering instituting a program similar to the Ombudsman Program and will include family members. She was told that the Local Geriatric Teams were assigned the duty of intervention with mental health issues in Adult Care Homes. The Ombudsman Program is represented on a number of state committees and will continue to advocate for appropriate placements in Adult Care Homes. The program also has a new initiative of family empowerment to train family members to advocate for family members in residential placements.

Conclusion: The committee made a decision to invite Chris Phillips to a future meeting.

•  NC Senior Care Prescription Drug Program – Michael Keough

Discussion: This is a program that began in 11/1/02 and originally only covered medications for certain diseases. It has now been expanded. The program is for individuals who are 65 and older. Mr. Keough stated that it is important to get the word out to individuals who are eligible because the state can pull down $600 in federal money per individual and this will allow the state to use state savings to expand state benefits. Individuals who enroll by December 31 st , 2004 will get $1200 for this year that can carry over to next year. There was a Senior Enrollment event has week and over 6,000 individuals enrolled. Applications have been distributed to locations where seniors frequent. There is no re-enrollment for this program. Eligibility is on going.

•  Cost Sharing Policy – Suzanne Merrill, Vicky Church, Mark Hensley

Discussion: A Provider Performance Committee has been working on revising the cost sharing policy for over 3 years. It was felt that we needed one policy for the Division of Aging and Adult Services and the Division of Social Services. The name “cost sharing” is also misleading, as there is not a requirement for the consumer to contribute. The name has been changed to “consumer contributions”. The new policy will cover all services covered by cost sharing in both divisions. A summary of the changes was distributed to committee members. This policy will also be presented at the Children's Services Committee. The committee was asked to review the policy and notify Vicky Church or Mark Hensley if anyone has concerns. We will discuss the policy again at the December meeting.
