Adult Day Services Methodology Study: Shannon Crane

Contract with Partners in Care giving to conduct study of reimbursements

Recommendations:

1) annual cost report

2) Current rate/month maximum to be deleted

3) HCCBG reimbursable service unit currently defined as a 6 hour day. Recommendation to change to fixed rate regardless of number of hours.

4) HCCBG & SADCF absentee policy rewrite so both are consistent. Draft to come.

5) Negotiated rates for HCCBG & SADCF meeting to be convened with involved agencies to study/get input. (AAA, DSS, NCADSA, etc.)

Future Study Recommendations: Transportation, CAP/DA

Training Activities: 5 regional sessions.

Medicare Part D takes effect January 1, 2006

*Will replace Medicaid for prescription drug benefit

135% poverty level – full subsidy – automatically enrolled

PDP – prescription drug plans – client will choose one

SHIIP will provide assistance with formulary info

Open enrollment period – Nov/Dec each year

Clients will enroll in their choice of plan

Social Security Admin desires to take applications

Current DSS clients – internet access to application form which worker can use to enroll clients and mail to SSA.

Medicaid worker may have to process some applications if client requests.

Client must bring life insurance information for application.

Applications begin at SSA on July 1, 2005.

 

Mary Bethel – Medicare Modernization Act (MMA)

Implementation Dates

Beginning April/May: SSA will mail subsidy application to potential eligibles. SHIIP will provide training workshops.

May - SHIIP outreach. SSA will begin accepting applications

July – SSA will begin processing applications

September – CMS will award Medicare Part D contracts in each state. More train the trainer sessions from SHIIP.

October - Medicare Part D will begin marketing CMS to mail 2006 “Medicare & You Handbook”.

November 15 – Enrollment begins

December - Medicare drug coverage ends for dual eligibles.

January 2006 – Medicare Part D begins automatic enrollment effective for dual eligibles.

March 2006 - CMS will identify all beneficiaries not enrolled.

April 2006 - CMS will send out spring enrollment reminder.

May 15,2006 - Medicare Part D coordinated enrollment ends late enrollment penalty begins.
