•  Review Agenda, Approve Minutes and Set New Agenda Items March 10, 2004

Conclusion: Correction to the February minutes: Name should have been Jim Upchurch instead of Bill Upchurch. Motion made by Bill Duke and seconded by Ed Moss to accept minutes with the correction. Motion carried.

•  Mental Health Update

Discussion: Judy Pelt is still soliciting information regarding wards in mental health facilities. Informed the committee that a new director had been named for the Division of Mental Health.

Conclusion: Judy Pelt will continue to gather information on wards in mental health facilities.

•  Manual Revision – Geoff Santoliquido

Discussion: Revisions to Sections 9010, 9015, 9020, and 9030 to change numerous instances of “Special Assistance/Medicaid” to “Medicaid” as an eligibility requirement for Enhanced ACH/PC and ACH/CMS while maintaining the exclusion of group A and S disenfranchised SA residents. Revision to Section 9005, Legal Base, to correct the administrative citation. Revisions to Section 9045 and Appendix C to change Division of Social Services to Division of Aging and Adult Services. Revisions to Sections 9015 and 9030 to provide guidance around ending Enhanced ACH/PC and ACH/CMS when a resident begins receiving hospice services

 

Conclusion: After a motion by Sheri Slater and second by Jim Garner, the committee approved these revisions.

•  Aging Study Commission Update – Suzanne Merrill

Discussion: The Aging Commission met yesterday. Presentations were made by advocacy groups and aging organizations. They presented their issues and areas of interest. A presentation was made on the Medicare prescription program. Bonnie Morell made a presentation on the Mental Health Geriatric Specialty Teams. There was no discussion of the issues the commission wants to address. Adult Services will be making a presentation on the SA In-home Program and Expansion and a comparison of CAP-DA to SA In-Home and adult care home and nursing home placements. Some areas in which the commission has expressed interest are criminal background checks in Adult Care Homes, mental health needs in Adult Care Homes, and Mental Health Reform. The Commission will present its initial recommendations on April 13, 2004 and the final recommendations will be made on April 27, 2004. Ms. Merrill stated that it did not appear that the recommendations of the Aging Commission would rise to the top of the list for the short session. An Ad-hoc committee of the Aging Commission could meet between the short and long session to recommend a study and make recommendations at the long session.

Conclusion: Ms. Merrill will keep the committee informed of the actions of the Aging Commission.

 

•  Other concerns

Discussion: Carol Wright asked what had happened to the sub-committee of the APS Task Force that had been chaired by Shannon Wilson since Ms. Wilson had retired. Suzanne Merrill will check on getting the sub-committee back together. The committee discussed two situations of concern in two counties.
