Conclusion: Corrections to the January minutes – Carol Wright added as being present. Motion made by Bill Duke and seconded by Sheri Slater to accept the minutes with the correction. Motion carried.

Lynne Berry – Guardianship Mediation |
|||
Discussion: Ms. Berry is an attorney for the state of North Carolina and is interested in introducing guardianship mediation in North Carolina. The Center for Social Gerontology at the University of Michigan has a program. They would like to come and meet with stakeholders in North Carolina to explain the program. There are already mediators in the court system and their duties could be expanded to include this. DSS would be a good source of referrals as we deal with the families before a petition is filed. Ms. Berry would like to secure grant funding and then pilot the program. She would like for it to be a public program so that it would be available to everyone regardless of his or her income. The Adult Services Committee agreed that this program would be helpful. |

Conclusion: Lynne Berry will continue to pursue this program being available in North Carolina.

Mental Health Update – Judy Pelt |
|||
Discussion: Judy Pelt shared information on the number of discharges from Mental Hospitals in North Carolina to Adult Care Homes. This was information that Jan Elliott had received. She also shared a letter notifying her that O'Berry Center and Cherry Hospital will come under one director and that only persons with a dual diagnosis will be accepted at O'Berry Center in the future. Person with a diagnosis of just mental retardation will be placed at Caswell Center. The Adult Services Committee will continue to attempt to secure information on the number of wards of Directors of Social Services in mental hospitals and mental retardation centers. Suzanne Merrill shared that Bill Upchurch was asked to make a presentation at the Aging Study Commission yesterday addressing persons who are mentally ill being placed in Adult Care homes. Lou Wilson also made a presentation.

Conclusion: The Adult Services Co-Chairs will continue to monitor this issue and update the committee if necessary.

Adult Protective Services Manual Rewrite – Geoff Santoliquido |
|||
Discussion: This information was previously presented to the Adult Services Committee and members felt that parts needed to be rewritten. The Committee's suggestions have been incorporated and it is again being presented. New social work practice guidelines are being issued to better clarify how to handle allegations of abuse, neglect and/or exploitation made while a disabled adult is hospitalized or is located in a different setting than where the alleged abuse, neglect or exploitation occurred. The Written Report to the Division of Medical Assistance when evidence of financial exploitation is found in Medicaid-funded facilities is being revised to remove inconsistency with administrative rule. New social work practice guidelines are being issued to clarify how to handle notifying the disabled adult when closing a substantiated APS case |

Conclusion: On motion of Susan York and second by Bill Duke, the Adult Services Committee approved these changes.

Adult Services issues – Suzanne Merrill |
|||
Discussion: Suzanne Merrill distributed information that was shared at a recent meeting of the Aging Study Commission. She stated that the Guardianship Model Act was discussed. She has a concern that it does not recognize public agents. She will discuss this again when she has a better sense where the Aging Commission is going with this. She also stated that they had received permission to informally begin using the name change of the Division of Aging and Adult Services. The Adult Services Section will not be moving to the Dix Campus until summer.
