Division of Social Services Adult Services Reorganization John Tanner
- Adult Services will become a section
of the Division of Aging effective 9/1/03.
- Secretary of DHHS sees this as positive
move better coordination of services, better advocacy for elderly and
disabled, and more coordination in policy development.
- Adult Services learned last Thursday
- All programs will relocate except
Energy, Refugee assistance, Food Stamps, Maternity home and abortion funds.
- No change in services at local level.
No change in field staff.
- Dont know when and if Adult Services
will move to Dix Campus.
- Transitional Team will be organized
with representation from Directors Association.
- Funding issues will have to be addressed.
- Committee recommends LBL representation
on Transition Team
- The NCACDSS Board voted to recommend
creation of a separate Local Transition Team that would include representation
of DSS Directors.
SA Demo John Tanner
- Legislature increased number of
demos. Request sent to counties. Decision will be made by end of August
of additional counties.
Budget Issues John Tanner
- AHS and ACM left in budget at same
level.
- Reduction in SA rate due to cost
shifting of some services from SA to PCS but industry successfully argued
for rate increase. Increase of $56 effective 10/1/03. Personal allowance
increase of $10 effective 10/1/03.
APS Task Force Suzanne Merrill
- Task Force met from November 2002
until April 2003.
- Developed a mission statement and
five outcomes.
- Organizing regional workgroups to
work on six identified areas (law, policy, tools, workload/caseload standard,
training, and community/agency relations).
- Requesting endorsement of document
by Directors Association.
Proposed Manual Changes to Chapter VIII Guardianship Services
- Revisions to 6610 to clarify when
it is appropriate to use interim guardianship
- Revisions to 6620 to incorporate
a philosophical framework to use for decision-making.
- Revisions to 6640 to clarify how
to calculate estate and bond amounts.
- Requesting endorsement of changes
by Directors Association
