Issue Summary:
Proposed long session FY03-05 Legislative Agenda – survey issues for NCACDSS, NCSSA, Board Members Association.
1, Assure that Mental Health, Public Health and DSS share in appointment of guardians.
2 .Mental Health Reform – Assure priority for individuals served by DSS – foster children,
adults, sexual reactive, sexual offenders
3. Full funding for NC Health Choice
4. Reimbursement to DSS Case Management
5. Full funding for Child Day Care
6. Assure dental access for Medicaid participants
7. Welfare Reform Automation
8. Foster Care Rate Increase
9. State Earned Income Tax Credit
10. Child Welfare Training
11. TANF/Work First Reauthorization
Position or Policy Recommendation for Board Action:
Request that a DSS Director(s) be appointed to work with DHHS office of Long Term Care on its report to the General Assembly on streamlining services for older adults at the local level. Also recommend the appointment of someone from UNC-CH, School of Social Work, CARES Program and from Friends of Residents in Long Term Care be appointed.
General Information for Dissemination:
Will be a workshop at the Institute on Legislative updates. Panel will include: Sharnese Ransom – Division of Social Services, Helen Lipmon – Mecklenburg County DSS, Rep. Ruth Esterling (invited), Senator Bill Martin (invited) and Rep. Debbie Clary (invited). Moderator will be Susan McCracken.
Discussed CACDSS effectiveness in short session and planning for long session in
FY 03-05.
Forecast additional cuts in state budget FY 02-03 - $66 million statewide.
