Issue Summary:

1.  Reviewed Association’s legislative agenda for 2003.  Developed strategies for all six

     issues and defined the need for county involvement.

2.  Reviewed the County Commissioners’ proposed goals.

3.  Discussed legislative strategy and the need to provide briefing information to the 40 new

     legislators.

4.  Discussed the need for three years of financial date from each county to be used with

     members of General Assembly.

 

 

Position or Policy Recommendation for Board Action:

1.  TANF Reauthorization – Recommend that NCACDSS request final document from

     Division for February’s Advocacy Committee and Executive Board meeting. 

     Recommend that NCACDSS President request report and indicate that NCACDSS will

     finalize position with or without Division input at February Executive Board meeting.

2.  Mental Health Reform – Request representation from Children’s Services and Adult

     Services committees to participate in developing position statement.

3.  Foster Care Rate Increase – Request that Children’s Services Committee provide a

     recommendation on the amount of increase to be requested.

 

General Information for Dissemination:

1.  Committee decided to postpone any action of County Commissioners Human

     Services goal related to Health/DSS being county departments until County

     Commissioners’ Association finalize their legislative agenda at their conference on

     January 16-17, 2003.

2.  Committee will monitor DHHS actions related to reimbursement for Case

     Management to assure continued access by local departments of Social Services to

     this funding stream.
