Issue Summary:

 

Review of House Budget as pertains to negative cuts for county departments.

  • Adult Home Care Management ($1,000,000)
  • Adult Home Specialist Fund ($1,400,000)

Of concern:

  • Various Medicaid cuts
  • SA rate increase
  • Child Care Subsidy changes

Positives:

  • Personal needs allowance for SA program – resident allowance increase by $10.00
  • Foster Care/Adoption Assistance rate increase - $100.00 monthly
  • Funding for Health Choice

 

 

 

Position or Policy Recommendation for Board Action:

 

Review of following Bills and recommendation to Board:

 

House Bill 402 – DSS Worker/Right of Entry

Karen provided update – In spite of committee vote which resulted in a tie, Chair sent to Subcommittee. Lots of opposition including over 300 e-mail messages and large attendance. Needs to be watched closely.

 

House Bill 809 – Ensure Health Care Access

“Tort Reform” Oppose strongly section of Bill that speaks to prevention of people who sue nursing homes and adult care homes using state and county inspection reports as evidence. Would protect nursing homes who were negligent or abusive from legal action.

 

House Bill 318 – Children with Disabilities/Federal Law

Oppose sections 32, 33 pertaining to adoption assistance payments and Medicaid. Changes language from providing assistance with special needs to children with disabilities. Becomes very restrictive. References to adoption should be removed from Bill. (Dan to address with Representative Luebke.)

 

House Bill 169 – Senate 262 - MH Oversight Study Integration Care

Support Bill and appointment of DSS Director to committee.

 

Senate Bill 463 – Interpreter Services/Local Health Department

Karen working with Health to add DSS to Bill.

 

House Bill 468 – Living Income Study Commission

Support Bill and will ask for DSS Director appointment.

 

Senate Bill 273 (H156) – Guardianship Study

It is not felt this Bill will move - but, if so, want appointment.

 

Senate Bill 877 (H846) – Illegal Child Care Facilities

Support

 

House Bill 654 – Mental Health/Chemical Dependency Parity

Support

 

Senate Bill 868 (H926) – Assault in the Presence of a Child

Support

 

Senate Bill 718 – Amend Domestic Violence Laws/ Temp. Custody

Senate Bill 919 – Homicide Prevention Act/Domestic Violence

Join with Adult Services Committee in supporting H170 (Committee Substitute): Special Assistance In Home Option or the expansion of the SA Demonstration Project Statewide. We recommend that we join with other advocacy groups in supporting the Bill.
